[FL-IX] AS286 FL-IX disconnect notice

Following the GTT Communications (AS3257) acquisition of KPN International (AS286), within the next 90 days, AS286 will be permanently disconnecting from FL-IX.
Please feel free to permanently remove any remaining configuration once the session(s) have gone down.
